Steps for Evaluating a VECP

Step Two

Avoiding potential legal problems and clarifying VECP acceptance issues

Most accepted VECPs enrich both parties; the contractor and contracting organization. Legal complications will kill all of it fast, and no one wants that. The most common issue creating legal or acceptance issues are related to nondisclosure. The problems that have occurred in the past for most of these was simply not realizing it was needed. Our enhanced systems help the contractor by flagging potential issues before they could ever become an issue. thereby, helping to avoid that small chance of a problem.

Our system purposely examines all the critical issues before requesting the typical information most people think of when starting. Our system ensures that the user knows all potential issues, BEFORE going to the effort and time of filling out the details.

Our system shows the contractor response on the left. It cannot be edited. After all, THAT was the contractor's submission. However, it does allow the CO to change it on the CO official records to their opinion. It also allows a discussion of why the contractor made that chance, which can be returned to later. While these can be printed in the side by side review mode, they do not print to the enhanced prints. This allows the CO to have a private record of thoughts, and is allowed under the "working document" rule in FOIA.

For reference, below is a screen shot showing the first critical step.

END SCREEN SHOT, STEP 1, VALIDITY

Steps 1-5 all follow this format. Accordingly, we do not show in our guide these steps. The CO should just follow the instructions and guides. Once they get to this point, the enhanced system is very understandable to most people.
