General

What is the difference between enhanced and basic system VECPs?

Many. The enhanced system adds the capacity to manage generation and submittals, enhances review capacities, printing, and reporting capacities. Plus, VECPs submitted and/or reviewed in the enhanced system has highly improved error checking, advice, and expert system analysis; which are all then used to help the user succeed in their VECP activities. The basic system does not include these and other features, and while very functional, does not receive regular updates.

When I view all VECP's, I cannot reach some or edit some

You are probably a part of the enhanced system and have run out of the enhanced VECP credits. You need to obtain more by clicking on "Purchase VECP credits" or you will be limited to basic features on VECP's not in the enhanced system. VECP's in the basic system, can only have one VECP in edit mode at a time. If you create another on, you lose the ability to reach the previous one until you obtain VECP enhanced credits and move the VECP to the enhanced mode.

Reports

My basic VECPs are not included in my reports

Basic VECPs are shown to enhanced users in the view and other options, but will not be included in reports until a VECP credit is applied to the basic VECP.

Some areas of my VECP reports are blank

Two items may be present: 1 the information was left blank or 2 you may be looking at a CO area and if the CO has not completed their part, that data will remain blank until they complete their part.

Collecting VECPs

I want to collect another CO / Contractor's VECPs

Select the collect option, enter the e-mail or user id of the person in charge of the VECP (basic or enhanced). The person will be notified, and given a decline or accept link. Once they make the selection, it is done. If they accept, all their VECPs go to the receiving person, complete with VECP status (basic or enhanced).

Changing IDs

I want to change my userid

We do not allow a user to change their userid. If it is absolutely necessary, you can request our support group for a change. However, you are not assured of obtaining it as only one userid is allowed on the system and if someone else already has it, you cannot have it.

I collected another CO / Contractor's VECPs, and cannot get to their new ones

Collection is one way and a one time operation. This is so that a person (subcontractor, worker,etc) can generate a VECP for others, and then at the appropriate time, allow the main person (prime, manager, etc.) to complete and submit. If you wish to collect new ones, you need to do a collection request. Remember that you will also collect any VECPs that they are working on too, finished or not. If the losing user is not ready, they can either complete the VECP before they accept or deny the request.

FAST Diagrams

General description

A FAST (Functional Analysis System Technique) diagram shows the functional elements, and their relative importance. The functions directly to the left and right of the "scope line" are considered essential to the performance of the project and cannot be changed by the acceptance of a VECP. It is helpful to show the prior to change FAST and the FAST after the change. If the FAST shows the essential functions have not changed, it can be used to prove that the essential are not harmed by the change. It is not required to show a FAST diagram. However, almost all instructions from the most governments suggest showing one. Their presence can help the contractor obtain approval and helps the CO demonstrate that they did not harm the purpose of the project by accepting the VECP. [sample FAST]

Prior to change FAST

In most cases, the contractor does not need to generate a FAST of the project before the change. The governmental agency has probably generated one during the design as a result of their mandatory value engineering program. All the contractor need do, is request a copy of the value study report from the agency.

After change FAST

Using the governments FAST, in most cases, it is only a small step to show the change. It is not necessary to show all the details of the FAST, only essential areas and how they are unaffected. Again, it is not required that the contractor submit a FAST, just a helpful suggestion, recommended by all consultants and almost all governmental agencies allowing a VECP.

Planned Enhancements

In addition to the typical updates relating to the industry, we are examining adding additional enhanced printing options, additional reports, methods to search other VECPs for key phrases that may benefit the VECP generator and CO in finding an idea, and CO sharing options for the organization features.
